Assistant Director, Refugee Resettlement

Position Summary: 

The Assistant Director (AD) of Refugee Resettlement Services supports the daily operations and organization of client services and programs within the department. The AD supervises the following teams: New Arrivals – Reception and Placement (R&P), Employment Services, Case Management, and New Operations (Springfield). The AD works collaboratively with the Director to ensure staffing, client services, and program goals are continually meeting and exceeding high standards.  

Essential Job Functions: 

  1. Provide ongoing supervision and support to direct reports.  
  2. Ensure teams under supervision are supported through a trauma-informed lens, that they communicate and collaborate effectively to provide continuity of care for refugee individuals and families. 
  3. Work with team supervisors to ensure program goals are met and reported according to contractual agreements. 
  4. Promote sound case management skills, including client engagement, ethical practices, and appropriate documentation. 
  5. Oversee ongoing implementation of initial resettlement services through the R&P program, including the following tasks: 
  6. Review notification of arrivals 
  7. Review annual policies (flex fund policy, cultural orientation policy, integration plan, and accountability to affected populations policy) 
  8. Review and approve verification of free cases 
  9. Review and coordinate services for significant medical issues 
  10. Review dispersement vouchers for accuracy and approve in MRIS 
  11. Prepare cash and in-kind donation quarterly report 
  12. Attend quarterly consultation meetings with community stakeholders 
  13. Approve case transfers in and out 
  14. Ensure clients transitioning from R&P have needs met through ongoing support services, including case management, employment services, etc. 
  15. Maintain thorough understanding of R&P, Match Grant, Preferred Communities (PC), Refugee Youth Mentoring (RYM), and Refugee Support Services (RSS) program administration and compliance requirements and  periodic updates for each program.  
  16. Monitor incoming refugee arrivals and referrals, coordinating with team supervisors to plan and coordinate services.  
  17. Oversee ongoing implementation of the Match Grant Program, including the following tasks: 
  18. Prepare cash and in-kind donation quarterly report 
  19. Review dispersement vouchers for accuracy and approve in MRIS 
  20. Oversee ongoing implementation of the RSS Program, including the following tasks: Approve check requests for housing assistance and participant expenses. 
  21. Oversee ongoing implementation of the PC program, including the following tasks: Ensure completion of PC Data Supplement Excel Workbook and USCCB Diocesan Narrative Quarterly Report. 
  22. Assist the director in the development of Memoranda of Understanding with partners, such as schools partnering with Refugee Youth Mentoring. 
  23. Verify and ensure quarterly chart reviews are completed on a timely basis.  
  24. Support annual planning for RRS programs, including working with director and supervisors to develop logic models for different programs under supervision. 
  25. Assist Director and CFO with annual budgets and program planning. 
  26. Support the recruitment and maintenance of a volunteer network in support of program goals. 
  27. Complete required trainings including assigned trainings through Safe Parish, KnowBe4, Relias, and training plan requirements of the Office of Refugee Resettlement. 
  28. Other duties, as assigned. 

 Supervisory Responsibilities: Refugee Resettlement Supervisors 

 Minimum Skills and Qualifications:  

  1. Bachelor’s degree in social sciences, social work, management, international studies, anthropology, or related field. 
  2. Minimum of five years of experience working with refugees and immigrants.  
  3. Four years of supervisory experience.   
  4. Evidence of servant leadership, that is, putting the needs and wellbeing of those being supervised as a top priority. 
  5. Ability to thrive in a dynamic work environment. 
  6. Ability to manage various tasks and priorities. 
  7. Ability to build trust on teams. 
  8. Demonstrated commitment to leadership supporting diverse, equitable, and inclusive teams.  
  9. Fluency in written and spoken English. 
  10. Proficient in the utilization of Salesforce (or similar software) and Microsoft Office. 

Preferred Qualifications:  

  • Master’s degree in social work or a related field. 
  • Fluency, written and/or spoken, in a language other than English that is spoken by various refugee populations, including, but not limited to, Pashto, Dari, French, Arabic, Tigrinya, Spanish, Swahili, etc.
